Proposition 28: Arts and Music in Schools Funding
On November 8, 2022, California voters approved Proposition 28: The Arts and Music in Schools Funding Guarantee and Accountability Act, ensuring dedicated funding for arts and music education in K-12 schools. Beginning in the 2023-2024 academic year, this measure guarantees that one percent of the K-12 portion of Proposition 98 funding from the previous fiscal year excluding allocations for the Arts and Music in Schools (AMS) program will be designated for arts education.
Each year, the California Department of Education (CDE) determines grant allocations for individual school sites. Schools then have the autonomy to decide how best to use these funds to enhance arts education. This process involves collaboration among school leaders, teachers, families, and students to ensure that programs align with the needs and interests of the local school community.
Proposition 28 funding supports a wide range of arts education initiatives, including:
- Instruction & Training – Hiring and supporting arts educators
- Supplies & Materials – Providing necessary equipment and resources
- Community Partnerships – Collaborating with arts organizations for enriched learning experiences
Students benefit from instruction in various art forms, including dance, media arts, music, theater, and visual arts. Programs may encompass folk art, painting, sculpture, photography, craft arts, graphic design, computer coding, animation, music composition, ensembles, scriptwriting, costume design, film, and video production.
